District 71 Contest Directive (updated November 2012)
Per the official Contest Rulebook, each district issues a directive setting out the criteria for the number of contestants and this must be implemented consistently throughout the district in all clubs, areas, and divisions affected. This directive applies to the following contests: Humorous Speech, Table Topics, Evaluation and International Speech.
In November 2012, the District Executive Committee voted to increase the number of contestants in Areas with four (4) clubs and Divisions with four (4) assigned areas. The directive as stated below also includes requirements as set forth in the 2013 Contest Rulebook.
AREA CONTESTS
Eight weeks prior to the area contest, if an area has four (4) assigned clubs or fewer in good standing, two contestants* from each club may compete in the area contest.
Should additional clubs charter prior to the area contest, two contestants from each club are permitted to compete.
DIVISION CONTESTS
In divisions with four (4) assigned areas or fewer, the two highest-placed available contestants from each area may compete in the division contest.
* Note that each club in good standing is permitted to choose its contestant for each area speech contest by whatever means the club desires.
